Finds refund rows left behind with an inverted sign by scraper 8.6.6.
Parameters
- rows: readonly IStaleRefundRow[]
  All rows read from a single Actual Budget account.
Returns IStaleRefundCandidate[]
Suspected stale rows, each paired with its corrected twin.
