Collects the Actual account IDs that receive credit-card transactions.
Non-card banks are skipped entirely — their signs were never flipped,
so they cannot hold the artefact this command removes.
Accounts shared with a non-card bank are skipped too, because rows are
fetched by account id with no bank provenance and the matcher assumes the
negative row of a pair is the stale one. That assumption is inverted for a
debit-side sign correction such as the Hapoalim fix in scrapers 8.6.10,
where the negative row is the correct one — sweeping a shared account
would delete exactly the row the operator wants to keep.
Sharing is detected case-insensitively, since a UUID passes validation in
either case and two banks may spell the same account differently.
