Function buildSlashCommandRoutes

buildSlashCommandRoutes(h: ISlashHandlers): readonly ICommandRoute[]
Builds the route table for slash commands + scan_all + the scan: prefix.
Parameters
- h: ISlashHandlers
  Bound handler bundle (closing over the handler instance state).
Returns readonly ICommandRoute[]
Frozen, ordered array of routes (exact entries first).
