Evaluates one spending rule against the prefetched transaction window.
Parameters
- rule: ISpendingWatchRule
  spending-watch rule to evaluate.
- allTransactions: ITransactionRow[]
  transactions fetched for the widest rule window.
Returns IRuleResult
rule evaluation result with totals and matched transactions.
