Function fmtDate

fmtDate(date: string): string
Formats a YYYY-MM-DD date string to DD/MM for compact display.
Parameters
- date: string
  YYYY-MM-DD formatted date string.
Returns string
Two-part date string like "15/03"; returns the input unchanged when it is not a three-part --separated date (avoids "undefined/undefined").
