Creates and starts the TelegramPoller, wiring it to the handler.
Parameters
- telegram: ITelegramConfig
  Telegram bot configuration (token, chatId, etc.).
- handler: TelegramCommandHandler
  The command handler to dispatch messages to.
- mediator: ImportMediator
  The mediator to attach the poller to.
Returns IProcedureSuccess<{ status: string }>
Procedure indicating the poller was wired and started.
