buildHandlerWithConfig(

): TelegramCommandHandler
Builds the TelegramCommandHandler with the receipt flag and log directory derived from config.
Parameters
- notifier: default
  The TelegramNotifier used by the handler.
- mediator: ImportMediator
  The ImportMediator the handler will request imports through.
- telegram: ITelegramConfig
  Telegram bot configuration (drives receipt feature flag).
Returns TelegramCommandHandler
A configured TelegramCommandHandler instance.
