Constructs a TelegramCommandHandler wired to all scheduler callbacks.
Parameters
- notifier: default
  The TelegramNotifier used to send responses.
- mediator: ImportMediator
  The ImportMediator that handles import requests.
- options: ICommandHandlerOptions = {}
  Optional command-handler options (receipt flag, log dir).
Returns TelegramCommandHandler
A configured TelegramCommandHandler instance.
