Function startTelegramCommands

startTelegramCommands(): Promise<Procedure<ImportMediator>>
Starts the Telegram command listener when listenForCommands is enabled in config.

Errors are caught and logged so the scheduler continues in cron-only mode.

Returns Promise<Procedure<ImportMediator>>
Procedure with the ImportMediator, or failure if not enabled.
