Creates the mediator, handler, poller, and wires them together.
Parameters

  Telegram bot configuration (token, chatId, etc.).
- config: IImporterConfig
  Full importer config for detecting optional features.
Returns Promise<ImportMediator>
The configured ImportMediator.
