Function loadLogConfig

loadLogConfig(): Procedure<ILogConfig>
Derives the ILogConfig from the full config, applying format and logDir defaults.

Returns Procedure<ILogConfig>
Procedure with ILogConfig, or failure if config cannot be loaded.
