Drops empty notification channel groups (telegram, webhook) that the portal
materialized on navigation but the user left blank, so one configured channel
is never blocked by an untouched empty sibling ("Webhook url is required…")
nor persisted as a meaningless empty block. The notifications block itself is
left intact (its enabled flag and any real channel survive).
