Sends an import summary notification to all registered channels.
Parameters
- summary: IImportSummary
  The ImportSummary to broadcast.
Returns Promise<Procedure<{ sent: number }>>
Procedure with the count of notifiers that succeeded.

sendError

sendError(error: string): Promise<Procedure<{ sent: number }>>
Sends an error notification to all registered channels.

Error text can quote a bank's response body, so its secrets are masked once here, before any channel sends it off the host.
Parameters
- error: string
  The error message string to broadcast.
Returns Promise<Procedure<{ sent: number }>>
Procedure with the count of notifiers that succeeded.

Sends a plain text message to all registered channels.
